Mexican authorities captured one of the top leaders of the Gulf drug cartel in the municipality of Naucalpan, near Mexico City on Tuesday.

Officials with Mexico’s National Security Ministry (CNS) announced the arrest of David Garza Garcia-Elias Avila also now as ‘El Diablo’ or M-19.

He is identified as the leading financial coordinator and main collaborator for Juan Manuel Lozano Salinas ‘El Comandante Toro,’ the Gulf Cartel’s top leader.

Elements of the Federal Police (PF) and the Secretariat of National Defense (SEDENA) captured the leading cartel figure after receiving information that he would be arriving in Mexico City to have plastic surgery in an effort to evade authorities.

In a statement, the CNS said Garza presumably oversaw the sale, distribution, and handling of drugs to the United States, and is likely responsible for ordering several executions in the municipalities of Reynosa, Mier and Rio Bravo, in Tamaulipas.

Authorities managed the found Garcia-Avila after conducting a search operation at a location near the Mexico State municipality, according to Proceso.

Police arrested ‘El Diablo’ with three people, seizing several weapons, hundreds of rounds of ammunition, a kilo of crystal meth , 10 kilos of marijuana, one vehicle, and five mobile devices.

Officials said the detainees were turned over to the Federal Public Ministry agent assigned to the Deputy Attorney Specialized Investigation of Organized Crime (SEIDO), which will monitor the investigations and determine pending charges against the subjects.
