Top figure in CAF drug trafficking alliance arrested in Tijuana

Mexican authorities scored a major victory in the ongoing battle against the criminal cartels in Tijuana, with the capture a key cog in a drug trafficking alliance between the Jalisco New Generation cartel CJNG  and Arellano-Felix  (CAF), during an operation in the border city.

Elements of the State Preventive Police of Baja California arrested Juan Carlos Hernandez Silva, also known as’El Chucky,’ identified as one of the top lieutenants of the CAF and is responsible for much of the violence that caused the murder rate in Tijuana surged to record levels last year.

The Mexican government list Hernández Silva as one of the top ten most wanted criminals in the Baja State responsible for numerous homicides in Tijuana and is the “link” between drug CAF-CJNG alliance, which has moved to take control of the drug trafficking trade in the city.

According to ZETA, Hernández Silva was apprehended on Tuesday as he was driving a car at an intersection on the Boulevard 2000, on the road to Tecate.

At the time of his arrest, ‘El Chucky’ emphasized how he was an entrepreneur in the used car business and not the notorious drug trafficker that authorities think he is.

However, an investigation identified the reputed cartel chief after he attended a meeting of leading figures in the CAF in Mexicali, which would eventually result in the capture of another syndicate boss, Carlos Gonzalez, aka ‘El Karateca’ last February, Proceso reported.

Authorities said ‘El Chucky’ is allegedly responsible for organizing, coordinating and supervising drug shipments into the United States and controls distribution networks in Mexicali.

In addition to drug trafficking, Hernandez-Silva is also responsible for ordering the systematic murders of members of rival groups, heads recruitment of street soldiers into the criminal organization, and commands the formation of criminal cells of operation for the CAF.

Security officials said ‘El Chucky’ is one of the main allies of Gamiño González, a top operative for the CAF who controls La Mesa, located in the northern part of Tijuana.

Hernandez Silva was arrested with a 9mm pistol and about 250 grams of ice.

In 2016, Tijuana saw a record high rate of homicides with 910 murders committed in a city of 1.7 million residents, which is the result of an ongoing turf war between the CAF and Sinaloa cartel for control of the drug trade in the municipality and throughout the state.

“There is a tremendous conflict in the street over the sale of narcotics. Every day, we see more addicts, and with it, there will be more drug consumption, more problems, and more deaths as a result.” Miguel Angel Guerrero, who heads the special investigations unit for the Baja California Attorney General’s Office in Tijuana, told the San Diego Tribune.
