‘El Chapo’s main contact in Guatemala ‘Don Elmer’ captured

Authorities in Guatemala arrested a  top collaborator of Mexican drug lord Joaquin ‘El Chapo’ Guzman, who is wanted in the United States for drug trafficking offenses, during an operation on Thursday.

Elmer Abraham Ochoa Hernandez, alias ‘Don Elmer,’ who is alleged to be the main contact of Guzman and his Sinaloa Cartel in Guatemala, was captured by elements of the Guatemalan National Police Force, Proceso reported.

‘El Chapo,’ who was extradited to the U.S. in January, currently remains incarcerated at a Manhattan federal lockup awaiting trial for a 17-count indictment out of Brooklyn’s Eastern District Court.

The Sinaloa Cartel, also referred to as the Pacific Cartel, utilize Guatemala as a strategic logistical hub for the transport of cocaine shipments from South America.

Guatemalan officials said ‘Don Elmer,’ who according to local media is the subject of an extradition request by the United States government, is accused of distributing cocaine, in the municipality of Huehuetenango, located on the border with Mexico.

Authorities transferred ‘Don Elmer’ to the Guatemala City where he appeared before a superior court judge.

Ochoa Hernandez is a senior figure within a drug trafficking network with ties to Mexico’s Sinaloa and Gulf cartels.

‘Don Elmer’ is related to Marlon Monroy Meoño, ‘El Fantasma’ (The Phantom), the top operative for the Pacific Cartel in the Central American country.

Guatemalan authorities arrested ‘The  Phantom’ along with his wife Cynthia Janeth Cardona Sandoval in April 2016.

Both were extradited to the United States in November 2016.

Following the arrest of ‘El Fantasma,’ the Deputy Anti-Drug Minister of Guatemala, Óscar Dávila, stated that Monroy Meoño “was a ranking officer in the Guatemalan military forces, who formed an organized crime group with a leadership structure based on military doctrines”

“He was inheriting its idiosyncrasy of a military formation to the members of his criminal structure.”

Dávila compared the strategy employed by Meoño to that of the Los Zetas criminal organization, which recruited members from Mexican Army special forces units and Kaibiles, an elite brigade of the Guatemalan Army – into its ranks.
