Sinaloa Cartel financial operator Manuel Felix Beltran granted appeal for protection

A Mexican federal judge has granted an appeal filed by Manuel Felix Beltran, alias “El Vic” the Sinaloa Cartel’s top financial operator, preventing his transfer to a maximum security prison.

Felix Beltran was arrested by military forces during an operation last month at an apartment complex in Sante Fe.

Furthermore, Mexico’s Criminal Investigation Agency said the arrest of Manuel Felix Beltran complies with an official extradition request submitted by the U.S. government.

The accused drug trafficker was charged with organized crime-related offenses.

The Chief Justice of the Ninth Court of the District of Amparo in Criminal Matters granted the appeal to “El Vic, who currently remains jailed in a prison in Southern Mexico awaiting trial, Proceso reported.

The 32-year-old alleged kingpin also filed an Amparo appeal requesting protection against the charges brought forth by the Mexican Attorney General’s Office.

In 2015, Felix Beltran was sanctioned by the U.S. Treasury Department’s Office of Foreign Assets Control as a designated drug trafficker under the so-called Kingpin Act.

The accused Sinaloa Cartel operator has been sought since 2013 for a drug trafficking and money laundering indictment filed by the U.S. Attorney for the Southern District of Illinois.

The indictment accuses Felix Beltran, along with his co-defendants, top cartel drug lords Ismael “El Mayo” Zambada and Joaquin “El Chapo” Guzmán of conspiring to smuggle and distribute tons of illegal narcotics including marijuana, cocaine, heroin, and methamphetamine throughout the midwestern United States.

Mexican and U.S. law enforcement officials have identified Felix Beltran as the top financial operator for Ivan Archivaldo, and Jesus Alfredo Guzman, the sons of “El Chapo” who have ascended to the top of the Sinaloa Cartel leadership structure.
