Cartel Hitmen execute police agent, prosecutor’s aide in border city of Ciudad Juarez

A ministerial police agent and administrative assistant for the State Prosecutor’s Office in Chihuahua, Mexico were fatally shot by purported cartel hitmen while driving in an unmarked vehicle in Ciudad Juarez in January. The city shares the same border as El Paso, Texas, which is considered a U.S. sanctuary city.

El Diario Mexicano reported that the victims had been identified as ministerial agent Arturo Ledezma Porras, 57, and Saúl Flores Lares, 25, an assistant in the prosecutor’s office.

Both men were traveling in a Chevrolet Malibu and were at a red light when gunmen in a Ford F-150 opened fire in Ciudad Juarez.

Agent Ledezma Porras tried to flee but came to a stop roughly 200 meters away after he crashed into a cement block. Flores-Lares, who was in the front passenger seat, was also killed.

Detectives believe that the actual intended victim was Ulises Pacheco Rodriguez, the supervisory coordinator for the ministerial police and close confidant to Chihuahua governor, Javier Corral Jurado. Ministerial agent Ledezma Porras was Pacheco Rodriguez’s lead security guard.

Authorities allege that the cartel hitmen focused their fire on the passenger’s side of the car, mistakenly targeting Flores Lares for Pacheco Rodriguez.

Officials added that the victim’s vehicle was hit with a total of 17 bullets from a .223 caliber firearm, most of them aimed at the front passenger side where Pacheco Rodriguez would typically be sitting.

Pacheco Rodriguez was reportedly attending a separate event and had not reported to the office.

Witnesses said that the gunmen left the F-150 and got into a dark car which was abandoned after sustaining what appeared to be mechanical issues. The gunmen then jumped into a third car that was trailing them and left the scene.

According to local press reports, sources within the state attorney general’s office allege that Los Aztecas were responsible for the double homicide. It was also reported that the ministerial police and prosecutor’s office were already on alert because of threats they had received.

Los Aztecas, also known as Barrio Azteca, is aligned with La Linea, which is the armed cell of the Juarez Cartel. Los Aztecas are foot soldiers for La Linea/Juarez Cartel. Barrio Azteca is a mixed group of Mexican-Americans and illegals from Mexico.
